In this Milestone, the formal leaders empower the care partners and Elders to be the decision-makers in the home. Smaller living environments within the home's community are being developed, and the teams within them are skilled in the art of creating home. Families are hand-in-hand with the neighborhood or household teams as willing care partners on the Eden Alternative journey. This is the largest and most intense of the four Milestones. Organizations will find that they have already begun steps on this Milestone once they have a chance to review what it contains. Preparatory steps taken in Milestone Three lay the foundation for future growth in Milestone Four.
